摘要:

We build a stochastic OLG model in a general equilibrium framework to compare consumption taxes and income taxes, and to compare universal basic income (UBI) and targeted transfers. We found that replacing income taxes with consumption taxes increases long run welfare for newborns, but yields a short run welfare loss for the current population. The best way to finance UBI is through consumption taxes. However, UBI instead of targeted transfer reduces the overall welfare by deteriorate poor households.


报告人简介:

Qian Li is an assistant professor from School of Economics, Shanghai University of Finance and Economics. She earned her Ph. D in Economics from State University of New York at Stony Brook, 2014. Her research interests include macroeconomics, public finance and computational economics. She has published two papers on Economics Letters.
